I think the final rule makes it fairly clear that they’re talking about about real people and groups, not fictional characters. That is why they specifically reference the sexualisation of fictional minors as one case where fictional depictions are not acceptable. Given the propensity for violence in modern day movies, even film reviewers could struggle with this if it applied to fictional characters.
